Reducing Water Pressure

Q:
Is it possible to reduce the pressure at the bottom of a tank full of water by attaching for example a 4" diameter 2' long pipe to the top of the tank and then placing a vacuum on the pipe from the top until water displaces the air volume in the pipe?

Sure, you'll slightly lower the level of the water in the tank. The part in the tube, at a higher level, has reduced air pressure above it, so that is also consistent.
