Hey! This is easier than I bet you think it is...

What you need:
(1) balloon
(2) some vinegar
(3) some baking soda

What to do:
(1) put the baking soda in the balloon
(2) put the vinegar in the balloon
(3) tie the balloon off

(1) Don't use much vinegar and baking soda - a little goes a long way. Start with just a little, then try using more on the next balloon. Too much will cause the balloon to explode.
(2) Try to put the vinegar and baking soda in the balloon in separate places - i.e. so they don't mix together until you've got the balloon tied off. As soon as they mix, the balloon will start inflating.

Any ordinary acid will do. I've used vinegar and also citric acid.
