My daughter and I are arguing about whether water can be considered wet since it takes water to make something wet. Do you have any insight on this?

Most people would ordinarily say that water is wet. We don't know of any special reason to use the word "wet" differently than other people do.
The key point is that, however you choose to use the words, the actual behavior of water won't change.
