That's a very interesting question. The home video cameras I've seen do make flickering tv images, since they have an internal sampling rate that doesn't match the tv refresh rate. I don't know anything about what sort of cameras were involved in this particular case. I haven't seen the videos, so I also don't know which answer would support conspiracy theories and which wouldn't.
