The force between two objects having mass is F = -GM1M2/r2 where G is Newton's constant, the M's are the masses of the objects, and r is the distance between them.   This law has been verified at all scales from microscopic to astronomic dimensions.  You can determine G from experiment but there is no way to derive its value from any theoretical basis.
All you can say is  "What you sees is what you gets".
