Q:
If its true that to move through space you have to move through time, and to move through time you have to move through space.Then would it be possible for either space or time to exist if the universe were not moving.And would it be possible to move in that universe since time is not present.

Youve asked a very philosophical question.
Youve asked a very philosophical question, and were not sure quite what it all means. We think that it doesnt mean much to say whether or not youre moving through space, only whether youre moving relative to some other object. We also arent sure what it would mean to say the the universe is or isnt moving. For your last question, it sounds like if there were no such thing as time then it wouldnt make sense to say something was moving.
Probably that doesnt help you much.
