can hydrogen and oxygen be combined chemically with a catalyst to form water? Is this exothermic?

Yes, that's a pretty famous reaction and it is exothermic:

2H₂+O₂= 2H₂O
That's the idea behind hydrogen fuel: you burn it, you get energy that you can use however you like, and there's no waste product because you only produce water.
