In general, a variety of treatments can turn non-magnetic stainless steel magnetc. The reason is nthat the iron natoms tend to separate out from the chromium atoms, if given a chance. The clusters of purer iron are magnetic.
Testing for magnetism is pretty easy- just see if the material is attracted much to a magnet.
