When a person touches a live wire but is insulated from the ground, they are not electricuted. why is this?

In order for electricity to flow, it needs either a complete circuit or a path to ground.  If you’ve insulated yourself from the ground, then electricity won’t flow because there’s no path for it to follow.

That said, please don’t try this at home.  You have to be extremely careful to be sure that you’re fully insulated to keep any electricty from flowing.
