When a person touches a live wire but is insulated from the ground, they are not electricuted. why is this?

In order for electricity to flow, it needs either a complete circuit or a path to ground. If youve insulated yourself from the ground, then electricity wont flow because theres no path for it to follow.
That said, please dont try this at home. You have to be extremely careful to be sure that youre fully insulated to keep any electricty from flowing.
