Killing Germs in Boiling Water

Q:
We know germs die say around 60 to 120 degrees celcius depending on the type of germs. Question: What happens when boiling temperature is lower at lower pressure. Will germs die if cooking is done in a vacuum cooker to this lower boiling point?

Reduced pressure has a big effect on the boiling temperature of water but has little effect on the processes involved in killing germs, such as protein denaturation. So water boiling at reduced temperature in reduced pressure would not be as good at killing germs.
