A:
No, it's born with the speed of light.  It doesn't need acceleration.   Much light comes from atoms with an electron in an excited state.   When the electron drops down to a lower energy level electromagnetic radiation is emitted.  Thermal excitation, such as light from an incandescent bulb, is a different production mechanism but the speed limit still applies.
