A:

There aren't any quantum states of electrons or any other little object that are completely at rest. Every state has a spread of different velocities. The sate of an electron, or even a bigger object like a molecule, will spread out over time. How things in the world we experience end up having fairly well-defined positions is part of the whole mystery of how that experienced world emerges from the underlying quantum ingredients.
