Is there any correct inertial frame of reference in universe? I want the exact answer.

Since you want "the exact answer" we have to say no. Any real frame extending over some region has some gravitational effects, which make it distinct from the inertial frames of special relativity. In practice, inertial frames are often excellent approximations for real situations.
