What can be used for freeze protection down to -25 that is non toxic, and has little or no impact on environment.

You don't say if that's -25°C or -25°F. Either way, there's a widely available substance, ethanol, whose 50% solutions with water come close to meeting your specs, although it is toxic in large acute doses or if consumed in excess over a longer time. See
As you may know, you can even buy these solutions pre-mixed, if you're willing to pay the tax. The standard supermarket version is often only 40% ethanol, which won't come close to your specs if you meant °F.
