Doug- Thats pretty easy. Rubbing two different materials against each other usually transfers some electric charge from one to the other, making static electricity. This works especially well in dry weather, when its harder for the electric charge to leak back to where it started. Usually if you take an ordinary balloon and rub it on a sweater, it will charge up enough to stick to a wall.
