Does our Time Slow Down?

if the universe is accelerating and time slows down the closer u get to the speed of light at oour current speed if we looked back in time how fast would the dinosaurs be moving and how would this affect our time line ie of the 4 billion years the first 2 billion actually happened much faster then we think depending on how fast we were traveling then?

It's meaningless to say how fast we're travelling. In our own reference frame we aren't moving.  Time hasn't slowed down. All our local clocks stay in synch with each other.

The rest of the universe is moving away from us at an accelerating rate. In a standard choice of coordinate systems, we say that in some remote galaxy time is slowing down. From their point of view our time is slowing down.
