A:

Random errors are fluctuations of a measurement around the true value.  These fluctuations can come from system or measurement noise, reading error, etc.   Systematic errors arise from non fluctuating miss-measurements.  For example, if your 10 cm ruler were only 9.8 cm long due to a manufacturing error you would always be off by 0.1 cm if you were measuring a 5 cm long object.
