Q:
If one had a spaceship with a "cloak of invisability"
that prevented it from interacting with the universe,
would the speed of light apply to its velocity?

A:
that is quite a question. you are dipping into what we call metaphysics
(what is outside the world we live in). in your question you kind of
assume that the properties of light are the same for the real world and
this other world. i would say yes that you are still constrained by the
fact that you cannot be accelerated up to the speed of light.

On the other hand, there are attempts to construct consistent theories with "tachyons", particles that travel faster than the speed of light but do not have any sort of normal interaction with ordinary matter, much like your imaginary spaceship. As anon. pointed out, there are no such theories in which ordinary matter (you) could ever turn into tachyonic matter.
