Why do hairs stick together when they are wet but not when they are dry?

The hairs each stick to the water, and the water sticks to itself,
because of the electrical attraction between the charged ends of water
molecules. So the hairs can’t pull apart without either leaving one dry
but they stick to water) or pulling parts of the water apart (but the
water sticks to itself).
