Whispers and Giggles

Q:
How can two people in conversation, one on a VoIP line and one on a cell phone many miles away be interfered with by voice? Often my truck driving fiance calls home and another person is deliberately whispering in his ear, repeating what I say to my fiance, giggling, and telling him what to say to me. He knows I am devoted. We complained to the FTC but all they would say was CB radio interference. AT&T was no help either. We know someone is messing with us, but I never get to hear it, only my traveling fiance.

If it had been you who heard the whispers and giggles, and your fiance' said he didn't, then we could have come up with a likely guess, based on our extensive experience as physicists. As it stands, we're completely stumped.

Follow-Up #1: strange phone interference

Q:
My previous question has now changed. My fiance who keeps hearing voices only on his side of the phone call added me a cell phone to his plan, and we discarded the VoIP line at home. Additionally he discontinued the GPS, satellite tracing, texting and anything involving internet usage on cell phones. We have talk and voice mail storage features only on his cell phone plan. Still he has heard "get rid of him" and whispering still on his side of the phone call, but I do not hear any of this interference. Is there anything we can do to catch the interference, which is trying to destroy our relationship? Thank you for trying to help. C.J. & Randy

This is way beyond me. Maybe some reader will have an idea.
