No, atomic numbers don't change for a given element. The atomic number is equal to the number of protons in the nucleus of an atom, the same as the number electrons surrounding the nucleus. From time to time, scientists will discover a new element and have to add it to the periodic table, but this is rare these days because it requires high power accelerators and lots of equipment.
