Kanzius found that if you dump a lot of energy into salt water by electromagnetic radiation it will cause some of the water to dissociate into hydrogen and oxygen. That's a bit similar to ordinary DC electrolysis. The amount of useful energy obtained is always less than the electromagnetic energy you put in. It's not of any use.
