Pontoon Foam

If you have a alluminum cylinder such as what’s used on a pontoon boat. and they have only air in pontoons, will filling the pontoon with foam increase the buoyancy.

A:
No, the foam will be a little more dense than pure air, so it will reduce the buoyancy. I can imagine other reasons for using foam. For example, if the pontoon were punctured, foam would greatly slow down the air leakage, so you’d avoid an immediate catastrophe.
