Electromagnetic Energy Loss

Q:
Will a charged , spinning-in-free-space capacitor slowly reduce its spinning due to some LF EM radiation? I suppose it might because you have an E-field in space that is constantly swapping, and electrons that are constantly rotating, and I beleive these are the requirements for generating space-propagating EM fields.

A:
You're exactly right. This would be a classic electric dipole radiation source.
