Why does cool air make water freeze?

A:
When cold air passes over water, most of the time the water is warmer than the air. Heat from the water will slowly move into the air to try to make the temperatures the same. As the water loses more energy to the air, its temperature gets lower. Eventually, the water gets cold enough to freeze and turns to ice.
