Titanium is indeed a metal. It has an atomic number of 22 and a number of isotopes:
46Ti through 50Ti with 48Ti being the most abundant (73.8%). It is almost as strong as steel but only about half as heavy. It is used as an alloying material with a number of other different metals.

Strictly speaking, Would titainium fishing leader wire be considered a steel, or different from steel or Stainless Steel altogether?

Strictly speaking, Titanium is a metallic element: it is not the same element as iron. Steel is an alloy of iron and a few percent of other elements like carbon, chromium, nickel, etc. Stainless steel is an alloy of iron and at least 10 per cent of chromium.
