If its true that to move through space you have to move through time, and to move through time you have to move through space. Then would it be possible for either space or time to exist if the universe were not moving. And would it be possible to move in that universe since time is not present.

You've asked a very philosophical question.
You've asked a very philosophical question, and we're not sure
quite what it all means. We think that it doesn't mean much to say
whether or not you're moving through space, only whether you're moving
relative to some other object. We also aren't sure what it would mean
to say the the universe is or isn't moving. For your last question, it
sounds like if there were no such thing as time then it wouldn't make
sense to say something was moving.
Probably that doesn't help you much.
