I could not find a contact link but the real reason that commercials have a louder volume is because the higher compression used to store commercials flattens out the audio spectrum resulting in a higher midrage volume

David- The volume can be adjusted with a single easy knob, so I
strongly doubt that commercials are louder just because somebody forgot
for 50 years to adjust for some technical correction. The people who
pay for the commercials really want to make sure that you hear them.
