What Part Freezes First

I will like to ask which part of the water will freeze first assuming heat is dissipated isotropically (dissipation in all directions is the same), its surface or its volume? Thank you.

If the water is uniformly surrounded by a cold material, with heat flowing out in all directions, the surface will be the coldest part. So it would be the first part to freeze.
