I know that this may not be the answer that you're looking for, but the
speed of light is a fundamental property of our universe. It's just
like saying 'why does gravity pull two masses together?' It just does.
It's as unchanging as any other physical law, if not more so. Beyond
that, the question of 'why?' isn't really something that anyone
understands.
