General Relativistic Time Effects

So, I've recently been studying Ablert Eistein's theory of relativity. Although I do know that this remaines a theory, just answer my question as if it was true. Say you have a location, that I'll call location 1, which has, due to gravitational time dilation, slower time relative to earth, location 2. So if location 1 had a TV screen of sorts showing living footage of earth, location 2, would the film be sped up relative to a person on location 1?
