Q:
Are the large ,thick,insulated lines on the" bottom" of the power poles telephone lines? Are the higher,non insulated wires on the top of the poles the electrical lines?

Hello Marie,
Here in Urbana, Illinois where I live, that is the case in my back yard.
The uninsulated wires on the top are usually attached to glass stand-off insulators affixed to the poles. Also there may be cables for TV or internet on the bottom.
