A:
At atmospheric pressure ice can be at any temperature as long as it is below 0o C.  If the temperature gets above 0o then the ice will melt and turn into water.  The ice in a refrigerator ice-maker will be below 0o as you can tell by sticking a thermometer in the tray before it freezes and then measuring it after it freezes.
