At atmospheric pressure ice can be at any temperature as long as it is below 0
o C. If the temperature gets above 0
o then the ice will melt and turn into water. The ice in a refrigerator ice-maker will be below 0
o as you can tell by sticking a thermometer in the tray before it freezes and then measuring it after it freezes.
